New visa rules and visa obtainment process for visitors to Azerbaijan has been introduced starting from April 6, 2009. The information below has been updated in line with the new regulations.

Rules of entry

Citizen of Russia and most of countries of CIS do not need a visa to enter Azerbaijan. Citizens of other countries can get a visa on a base of invitation from travel agency or private person who is citizen of Azerbaijan.

For tourist visas: Visa support is valid only from travel agency that is authorized by Ministry of Culture and Tourism of Azerbaijan. Visa support application is submitted by the Travel Agency to the Consular Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan in Baku. The approval period is about 5-7 working days.

The approved visa support is faxed by Consulate in Baku directly to the Embassy or Consulate of the Republic of Azerbaijan in the country where the traveler is receiving the visa.

Visa can also be obtained in the Consular Department in Baku International Airport. In case applying for visa in airport you still need to have approved visa support from Consular Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan in Baku in order to obtain visa in Baku International Airport.

For the list of diplomatic or consular missions of The Republic of Azerbaijan please follow the link HERE.

Visitors coming from countries where Azerbaijan does not have diplomatic or consular representation should obtain visas in a third country or in Baku International Airport. Importantly, Azerbaijan visas indicate not only the validity of the visa, but also the period of time a person is allowed to stay in Azerbaijan on a given trip. Therefore, it is important to indicate your intended period of stay when applying for your Azerbaijan visa. Please check whether you need a single or multiple entry visa, sometimes travelers to Azerbaijan require brief exits into neighboring countries. Travelers should have a double/multiple entry Azerbaijan visa and proper visas for the neighboring countries in order to avoid delays in travel. Please review your itinerary.

Baku Travel Services is a licensed travel agency in Azerbaijan and can provide you with Azerbaijan Visa Support or Letter of Invitation (LOI). Time required providing LOI stamped and approved by Consular Department of the MFA is 5-7 working days. For more information go to visa support service section on this site.

Actual visa fees are payable at the Azeri Consulate and largely depend on the period they are issued for and the country where the mission is based. For more details on visa fees enquire directly with Azeri Consulate in your country.

Bear in mind, that you can obtain visa on border entry only if you enter Azerbaijan through Baku International Airport. If you plan to enter Azerbaijan some other way: overland or sea port then you have to obtain your visa in advance in one of Azeri consulates.

Tourist and transit visas are issued on a single or double entry basis only

If foreign nationals fail to extend their visas before expiry date, they will be liable to a fine from US $ 20 to 30.
It is not possible to renew a visa after it has expired.

Long-term stay and registration

Foreign nationals intending to stay in Azerbaijan for a period exceeding 30 days have to register with the nearest police station within three days upon arrival.
The registration fee is US $10 and the following documents should be submitted:

- Valid passport of a foreign national
- Valid visa
- Proof of address or a tenancy agreement, or a letter from the landlord.

After the registration foreign nationals are issued with a registration note or card allowing them to stay in the country.
Foreign nationals residing in the capital city are issued with a registration note rather than registration card, given by Baku Head Police Department.
Foreign nationals that stay in other districts of Azerbaijan (i.e. other than Baku) obtain their registration from Passport Registration Department of the Ministry of Internal Affairs of Azerbaijan in person prior to their departure from the capital city.
They will also be charged an additional fine of US $ 50 for each month they overstay.

Registration in Azerbaijan is essential and unavoidable. To enjoy your stay, follow the rules and make sure you are registered.

If you stay in
Azerbaijan more than 30 days you must be registered with the nearest police station where you will get a registration certificate on your temporary residence. This certificate has to bear a stamp from Ministry of Foreign Affairs. Those foreign citizens who stay over 30 days since entering Azerbaijan and fail to register are subject to arrest by authorities with investigation to follow. There are facts when foreigners extend their visas but forget to get registration certificate. In this case the person is fined and gets a warning to obtain certificate. These certificates differ from those that Azerbaijan citizens have by colour: the ones for foreigners are of pink colour and bear information about a foreign citizen.

You may not stay without registration, as this is illegal!
If you leave the country before termination of 30 days you are free of registration.Note: Even if you do not need visa support for entry, if you have private visa, multiple entry visa, moved to another place of stay and so on, you still must be registered or re-registered.
