New visa rules and visa obtainment process for visitors to Azerbaijan has been introduced starting from April 6, 2009. The information below has been updated in line with the new regulations.
Rules of entry
Citizen of Russia and most of countries of CIS do not need a visa to enter Azerbaijan. Citizens of other countries can get a visa on a base of invitation from travel agency or private person who is citizen of Azerbaijan.
The approved visa support is faxed by Consulate in Baku directly to the Embassy or Consulate of the Republic of Azerbaijan in the country where the traveler is receiving the visa.

Actual visa fees are payable at the Azeri Consulate and largely depend on the period they are issued for and the country where the mission is based. For more details on visa fees enquire directly with Azeri Consulate in your country.
Bear in mind, that you can obtain visa on border entry only if you enter Azerbaijan through Baku International Airport. If you plan to enter Azerbaijan some other way: overland or sea port then you have to obtain your visa in advance in one of Azeri consulates.
Tourist and transit visas are issued on a single or double entry basis only
For visitor visas: If invitation from the citizen of Azerbaijan is not sent through Consular Department of the MFA, the applicant has to state exact address and phone number of inviting party in the application form and to enclose it a copy of Azerbaijan citizen’s identity document.
Visa requirements
- One visa application form (click here)
- One recent passport size photograph (glued to application form)
- Valid passport (must be valid for at least three months after the expiry date of the Azerbaijani visa applied for)
- Letter of Invitation (one of the following):
a) Confirmation from a travel agency (Azerbaijani) - for our Azeri visa support service proceed here
b) Invitation from a foreign company based in Azerbaijan
c) Invitation from an Azerbaijani company
d) Invitation from an Azerbaijani citizen, accompanied by a photocopy of his/her passport or national identification card
Tourist and transit visas are issued on a single or double entry basis only.
Entry visas are issued on a single, double or multiple entry basis only. Azeri Consulate in UK charges the following visa fees:
- Single entry (validity from 3 to 90 days)
a) Express (issued in 48 hours) - 71 GBP
b) Normal (issued within 3-4 working days) 55 GBP
- Double entry (validity from 3 to 90 days)
a) Express (issued in 48 hours)- 71 GBP
b) Normal (issued within 3-4 working days) - 55 GBP
- Multiple entry (validity up to 1 year)
a) Express (issued in 48 hours) - 230 GBP
b) Normal (issued within 5-7 working days) - 200 GBP
Extension of visa
Foreign nationals have to leave Azerbaijan within 48 hours from the expiry date of the visa or extend the visa before it expires at the Consular Department of the Ministry of Foreign Affairs (Address: 4 Shikhali Gurbanov Street, Baku AZ 1009, Republic of Azerbaijan, tel: + 994 12 4929692).
If foreign nationals fail to extend their visas before expiry date, they will be liable to a fine from US $ 20 to 30.
It is not possible to renew a visa after it has expired.
Long-term stay and registration
Foreign nationals intending to stay in Azerbaijan for a period exceeding 30 days have to register with the nearest police station within three days upon arrival.
The registration fee is US $10 and the following documents should be submitted:
- Valid passport of a foreign national
- Valid visa
- Proof of address or a tenancy agreement, or a letter from the landlord.
After the registration foreign nationals are issued with a registration note or card allowing them to stay in the country.
Foreign nationals residing in the capital city are issued with a registration note rather than registration card, given by Baku Head Police Department.
Foreign nationals that stay in other districts of Azerbaijan (i.e. other than Baku) obtain their registration from Passport Registration Department of the Ministry of Internal Affairs of Azerbaijan in person prior to their departure from the capital city.
They will also be charged an additional fine of US $ 50 for each month they overstay.
If you stay in
If you leave the country before termination of 30 days you are free of registration.Note: Even if you do not need visa support for entry, if you have private visa, multiple entry visa, moved to another place of stay and so on, you still must be registered or re-registered.
